The columns and balconies of this new building were designed to be reminiscent of the original 100-year old facility that it replaced.  The project is located on a remote coastal site that posed unique challenges for construction.  As such, the county and design team ultimately negotiated a design build contract to add efficiency to the delivery process.  The team organized an Integrated Project Delivery (IPD) arrangement using Lean Construction principles.  The building is framed with structural steel on concrete spread footings; moment frames are utilized to allow for a flexible, open floor plan.
